The project was the result of a fruitful cooperation between the Italian National School of Public Administration (SSPA), the University of Rome Tor Vergata, the Italian Ministry of Foreign Affairs, and It was part of the Italian Assistance Programme to the Afghan Institutions, financed by the Italian Cooperation in order to promote a civilian approach to the process of reconciliation, reintegration and civil reconstruction of the Afghan public administration.
The course was a 7-weeks intensive programme, with about 30 hours of lessons every week, alternating theorical and academic approach with hands-on presentations and study visits.
The course took place in Rome and Caserta and in Florence and it was divided in the 8 following modules:
